Shaping the Future of Spectrum Policy in Latin America: Key Takeaways from the 12th Latin America Spectrum Management Conference in 2025

The 12th Latin America Spectrum Management Conference brought together regulators, policymakers, and industry stakeholders in Buenos Aires on 12–13 November for two days of in-depth discussion on the future of spectrum policy in the region. With the generous support of event hosts ENACOM and the SecrSecretaría de Innovación, Ciencia y Tecnologíais year’s edition featured a full programme of high-level sessions and constructive exchanges on the challenges and opportunities shaping Latin America’s spectrum landscape.

Day One featured two Keynote Presentations from Juan Martín Ozores, President of ENACOM Argentina and Ricardo Castañeda, Director General of Regulatory Policy from CRT Mexico, which set the scene for two days of in-depth discussions on the region’s evolving spectrum priorities.
The following session focused on preparations for WRC-27, with regulators and industry leaders discussing regional priorities, emerging agenda items and the importance of coordination through CITEL, while recognising both areas of alignment and ongoing challenges.
Discussions then turned to the state of 5G deployment in Latin America, reviewing the progress to date, key spectrum bands and remaining barriers such as investment constraints and infrastructure gaps. Panellists highlighted the importance of regulatory certainty, regional harmonisation and public-private collaboration to accelerate rollout.

Day 2 focused on closing the digital divide, with discussions on how spectrum policy can support rural and remote connectivity through shared and dynamic access models, community licensing, and satellite and fixed wireless solutions.
Attention then turned to spectrum awards and pricing strategies, with regional case studies highlighting how regulatory design and pricing levels influence investment, rollout speed and long-term connectivity outcomes.
The day concluded with detailed sessions on Direct-to-Device (D2D) connectivity and the complexities of spectrum management in an increasingly congested satellite environment, including coexistence among multiple constellations.
